I think this is a case of worrying about a possible future that already exists. Look onto your desk or reach into your pocket and tell me what you see. Everybody already walks around with a GPS tracking device. Cell phones track us in so many ways (beyond GPS), and leave a long digital paper trail of everything you do with them.
Apple recently applied for a patent on a heartbeat detector that can be integrated into a phone and used to confirm identity of the person in possession of the phone. Biometrics will be integrated into phones in the next generation of devices. At that point there would be no reason to chip anybody unless they reject the cell phones. Most people will line up at midnight and beg for the chance to spend $600 for entry into the panopticon.

Yes I agree, at the moment its ‘voluntary’ – but that’s the plan of course.
