Pursuant to the authority vested in me as Secretary of State, including under section 7076(d)(2) of the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2010 (Div. F, P.L. 111117) (“the Act”), I hereby waive the requirement in section 7076(d)(2) of the Act to certify that the Government of Afghanistan is cooperating fully with United States efforts against the Taliban and Al Qaeda and to reduce poppy cultivation and illicit drug trafficking and report that it is vital to the national security interests of the United States to do so.
This waiver shall be reported to the Congress promptly and published in the Federal Register.

Of the funds appropriated by this Act under the heading ‘International Narcotics Control and Law Enforcement’ that are available for assistance for the Government of Afghanistan, $55,000,000 may not be obligated for such assistance unless the Secretary of State certifies to the Committees on Appropriations that the Government of Afghanistan is cooperating fully with United States efforts against the Taliban and Al Qaeda and to reduce poppy cultivation and illicit drug trafficking: Provided, That the Secretary of State may waive the previous proviso if the Secretary reports to the Committees on Appropriations that to do so is vital to the national security interests of the United States.

Humanitarian Aid Conditional on Taxing the Rich
Following up on last month’s demands that Pakistan agree to yet another massive tax increase on “wealthy landowners,” Secretary of State Hillary Clinton has stepped the issue up even more, threatening to withdraw all humanitarian aid from the nation unless they comply.
“It is unacceptable,” according to Secretary Clinton, “for those with means in Pakistan not to be doing their fair share to help their own people.” While rich Pakistanis have contributed to relief efforts, they have balked at donating to the official government aid program, citing corruption.
The floods killed thousands and left roughly a fifth of the nation under water, doing major damage to Pakistan at a time when a decade of US-led war along its border had already brought it to the brink of collapse. One would think this would be a poor time to raise taxes, but the Obama Administration has repeatedly demanded Pakistan do so, and despite Pakistan already issuing a number of tax increases over the past year, it seems it isn’t enough.
